I imagine the cunningly named app "Bluetooth File Transfer" on the Market can transfer files over Bluetooth.
You can't currently do this without an app on Cupcake (1.5) or Donut (1.6).
If you don't know what Rooted means then your phone probably isn't rooted, unless you bought it second hand.
"Rooted" just means you've done a hack to get Super User access on your phone - this is called Rooting your phone. Root is the old name for the administrator (super user) account on Unix and Linux machines.
Unfortunately, most people incorrectly use this term to describe installing custom firmwares (home-brew versions of Android, such as Cyanogens). While rooting is required to install custom firmwares, as normally the phone prevents any non-official firmware being installed and having root access allows you to be boss and force the issue, it is not the same thing at all.
