Bluetooth computer to computer passkey problems?

I just got two brand new bluetooth dongles that are both the exact same thing. Im using two xp computers and im trying to connect them both so that i can use them on a PAN. But when I try to pair the devices it says, "Windows was unable to exchance passkeys with your device". Ive tryed it without useing a passkey and it didnt work, and i tryed making a key and it didnt work. Both computers are on windows XP SP3.
