Bluescreen Virus won't let me do anything?

I'm in a bit of a pickle, I can't even get into my desktop at this point, or run in safe mode without the bluescreen of death due to a virus.

It's so bad I have to use my friend's computer to look for help. :/

while on the net people were suggesting reinstalling my op..how?!


I'm not quite sure what to do, any suggestions?
