Blood mole

I have had an off the skin, blood filled, balloon like mole or wart for some time now on my chest. It is like a balloon filled with blood that sits on top of my skin. If I pick at it, it bleeds, but no pain unless I try to cut it at the base, next to the skin. It is bright red and is scab like on top.
I have looked for anything like it online, but cannot find anything. Any thoughts?
 
comsean: Don't play with this. You could end up with an infection there. You should get it looked at to make sure it's not skin cancer. A skin doctor can analize it and tell you what it is. If it's just a mole then they might be able to burn it off and remove it.
