In any case, I find it ridiculous that they demand certain body parts to not be shown, but any form of sex (at least in the anime/manga/game realm) is permitted.
 
That article is about pornography - and obscene materials are against the law in the United States as well, we just have differing definitions of "injurious to public morals." And you're right that films get censored sometimes. But I highly doubt Japan would block the exhibition of, say, Gustave Courbet's L'Origine du Monde or a recreation of Michelangelo's David.
