Yeah I know Disney Zorro also had Phantom, but he was traveling abroad, hence the different horse I guess. In Zorro's Fighting Legion too.
It just looks off, to me.
Kaiketsu Zorro firmly takes place at his home California, it could have been Tornado, I believe they called this horse Viento instead.
Like you said, and I agree; Tornado as a black horse is pretty much iconic. .

It'd be like giving Batman a white Batmobile.

Anyway I guess they had to make it their own, and it works for the most part, I can't deny it it's unique style, very different from previous and later animated incarnations of the character, it does stand out. Nice article, thanks for sharing it.

Is it popular?

Maybe the logistics of licensing and broadcasting a show in the US that even superficially references a clearly US copyrighted character is to complicated or risky. I mean there's probably many, many more differences then similarities; for starters he's an anthropomorphic fox, but the references are obviously there.
I know there was problems with branding and marketing One Piece's Zoro in the US who for a while became Zolo.
