Have you tried it your own?
Of course you can block IPs....
but I really doubt it is useful since the malicious intruder
can simply use other IP ranges, but it IS a small help.
You only read the first page of this article did you?
I hate those guys that only read the back of a book and then think they know everything that's in it...
