The thing with Blade Runner is even though there are other films I want to watch many times is that you don't ever forget it.
A lot of classic and highly regarded films are like that. They're very well made and thought provoking and that's why they're good.
Take Alien and Aliens (the sequel) for example. IMO I prefer Aliens, it kicks arse, is great sci fi the characters are great and it's really atmospheric. I personally prefer Aliens any day of the week to Alien but as to which is the better film then the criteria must be different to judge which is better.
Which is the more artistic, the more technical and the more impressive direction - certainly Alien. I felt drained after watching Alien and didn't particularly enjoy it but it is simply a far more powerful and absorbing film than Aliens.
Which is the more enjoyable and entertaining - Aliens. I've watched Aliens Special Edition many, many times and Alien just a couple.
So better depenRAB which dimensions of betterness you're looking at.
As for Blade Runner, it obviously doesn't have a sequel but it is the same thing, a very powerful and moving film. I didn't particularly enjoy it and found it quite depressing but there's no doubt it left an impression on me. In fact I don't really ever want to watch it again but I can see why people say it's a great film because as a piece of art it's so absorbing.
Oh and by the way I'd rewatch Phantom Menace before I'd rewatch Blade Runner.

The only thing about Phantom Menace that annoys me is the ridiculous scenes with Anakin in the spaceship destroying the Trade Federation's ship.
