Black super villans in cartoons.

Static Shock had a number of black villains, ranging from Rubberband Man (until his reform) to Ebon to Kangar to Puff and others.
Although Justice League Unlimited did not identify Devil Ray as being black, given his inspiration from Black Manta, he likely was. Likewise, the parody of Black Lightning/Black Vulcan (Jolt?) in the Superfriends episode would qualify.
Tombstone in the 1990s Spider-man and the cat burglar played by Eve in the MTV Spider-man are two more (although the latter may be more unpowered antagonist rather than superpowered villain).
In response to I. R. Joey: I think the reason is, as you said, reluctance to portray blacks negatively, although it is interesting looking at the above examples as to how the shows go about having such characters arise. Static Shock had a large number of black characters in this one city, allowing for a range of the heroic to the villainous to the uncertain (such as Rubberband Man in earlier episodes). Justice League Unlimited, much like Static Shock, was drawing from the comic books, hence it makes sense that characters popular with viewers would appear, even as just references; because Black Manta and Black Vulcan are well known to Superfriends fans, they were bound to appear, especially when arriving at the Legion of Doom arc. That is not to say that the larger number of characters and possible stories to tell did not raise the chances of having more black characters present (although, even I think that argument that I just wrote sounds weak, seeing as the number of stories told on Justice League could just as likely allow for the presence of more people from a wider range of backgrounds and cultures); rather, I'm just pointing out that the characters appear due to factors that took place before the show started, and I am not familiar enough with what led to the arrival of Black Manta and Black Lightning in the comic books.
I also would add to I. R. Joey's comments that the reason "it seems kind of strange" also has to do with the absence of black characters period in many shows in general. Oftentimes, a TV show includes only one black character, making the presence of any villainous character unlikely if the writers want to maintain a positive portrayal...which doesn't help towards having characters with a variety of personalities rather than only good guys. [Preachy voice:] The potential for villainy relies in all people.
Finally, in some cases, the presence of black "good guys" leads to the presence of black "bad guys." We have Robbie in the 1990s Spider-man, which leads to Tombstone, although the character, of course, stands on his own, especially in his first appearance as a hired hitman. As for the catburglar...well, that had more to do with casting Eve, seeing as I read that the character she played was going to be Black Cat...although I question why, having made Marvel comics characters such as Nick Fury and the Kingpin (who also appeared in the MTV Spider-man) as African-Americans, the same cannot be done. Perhaps that is another question to consider: What are the reasons behind changing the race of a character? Diversity alone, or does the change bring something new and important to the character?

It is an odd problem of PC and trying hard not to offend anyone.
I don't know if that was the reason the classic Baxter Stockman from the 80's cartoon was turned to a caucasian. he was an African American in the original comics as well as the new series. Though, Bebop was before he got mutated (but then the "Mutations" figure was released, giving him a caucasian identity).

Indeed. Whenever topics like this one come up, it always leaves me wondering, why is it OK to caricature whites but not blacks (or any non-white ethnicity)?
Often, many writers will be so worried about offending minorities that they don't bother including them at all. Why is it that blacks can ever be portrayed as having comic personalities without some PC Nazi complaining about "negative portrayals of African-Americans"? Too often, the only black characters seen on TV tend to be either jocks or rappers. The only we ever get to see African American villain is on shows with a primarily African American cast. Blacks are just like everyone else; you have the good with the bad. TV will never progress until people start thinking outside the box and start portraying non-white characters as real people, not broad stereotypes.

Timber Wolf's father in Legion is definitely a villain considering what he did to his own son as of late. And yeah, I think the media already portrays a lot of us as negative as it is, so a villain does seem a little redundant. The average thinking person knows that there are a wide range of blacks out there that don't act like that, but there are many more that only know us from the media, that's the problem.

Well in some shows like Fairly Oddparents and Danny Phantom, the black characters would portray not as a rapper but as a smart nerd.
You have a point there. I hardly see any black villains or black superheroes(Excluding Static Shock) on shows which bothers me since I'm black myself. But they have recently done two shows where the main cast is Asian(Juniper Lee and Jake Long) and one show where the main cast is Mexican(El Tigre). Though as an African American female, I feel we need a show that stars an African American female superhero since I have yet to see a show like that.

There are a few, but I think much of it might come from the general history of potrayals of blacks in television. As it is right now blacks are potrayed (in much of the media) as gangsters/thugs/hulligans. There may be a concern that since most cartoons in America are aimed towards kids that it might send them a bad signal.
I know that other minorities have had trouble with being potrayed as bad guys all the time on T.V. Asians have had to deal with the "Fu Manchu" potrayals and in large part American Indians until the 70's or so were treated as savages who loved nothing more than stealing women out of covered wagons.

I'm not surprised, seeing as how Harvey Dent and Lex Luthor are both Caucasians. They're not black in the Timmverse, they just have tannish complexions and are drawn with somewhat prominent lips.

I'd say the fact that the latest TMNT show had a black Baxter Stockman is progress. My guess is that back in the 80s having the 2 main human villains as minorities just looked bad. I think it's a sensitive issue in having black villains but things have improved. Villains are written better and casts are better integrated.
I think marketing is still a big gun-shy though in going beyond supporting characters though. I've seen plenty of lines with white, Hispanic and Asian leads or co-leads but I don't think we'll see a major black-led line before Frog Princess comes out.

Ah Joey, you know you make even me think when you bring up a good subject, and this is one of the best ones to date..
Like most folks have pointed out, there are very few minority villains out there, (and yes Lex Luthor, Black Manta, and a few others look tha way but raher are just tan..and then there are those like TMNT's Baxter Stockman who should be villains but arent..(And what about G.I. Joe's Destro? who's really behind the Goldplated face plate?)
As for the Danny Phantom angle, what about Valerie? She's a bit of an Antagonist for Danny, but beyond that not too many of her type.
But then what about Kim Possible? Remember Season 2's One shot Villain in Rufus in Show? (yep Falsetto Jones). He was a one shot that I think definitely would qualify as a villain type (Catburglar/Jewel Thieft is still a bad guy profession last time I checked).
But man you are right on so many levels.. where are the bad guys (and unless you count the Gross Sisters in The Proud Family) as being bad guys, you are so right about how few black villains there are in the world.. I mean between the ones mentioned, there are only a hand full of bad black guys (Hmmm Another one just popped into my head.. Boogey Gus from Totally Spies! "B.G." For short B.G also stood for Bad guy..)
