IPT is back up for me.... I know a few other people that use it and it was down for them for most of the day and it started working for them and wasn't working for me then I restarted me my machine and it started working for me....

I can access the tracker with my real IP. A friend from Germany can't, but entering via several German proxies works just fine, which would hint at the latter case.

Ah I see it now. CG changed from .org to .net and this is the reason why it is up for somebody and why it is down for others.
