most of these features were supposed to have happened for 2.3 (and most did) and others just didn't work right. doesn't make much sense really.

Okay. Talked to one of our teams with TMobile about it and they said that the following updates will affect TMobile users.here they are
There are not many changes in this release that affect T-Mobile. Of most benefit will be two bug fixes which 1) correct a race condition for service book delivery for suspended then reinstated accounts and 2) correct a mysterious sudden stop of BIS email delivery that requires resending of service books. ~via BB (wap.rabroad.com)~
