Biology- hormones in menstrual cycle?

Hi, i am currently studying a-level biology, the topic of menstrual cycle and the hormones involved. i am just a tad confused about one point my textbook tries to make.
It says that the anterior pituitary gland secretes oestrogen, which has a negative feedback effect on LH and FSH, and therefore reduces the amounts of these two hormones in the body. However, if the levels of oestrogen become exceedingly high, this can cause a surge in levels of LH and FSH (which occurs around day 12, a couple days before ovulation). How is this "surge" possible when clearly the presence of oestrogen in fact inhibits the secretion of LH and FSH?

well LH and FSH could be released in the bodies response of having this hormone too low in the body, and the body will release a lot of messengers to make the production of LH and FSH which could make it surge... I feel like i should know this but i sold my domestic animal anatomy book :(. i should've probably kept it, it was pretty helpful.
