Public Safety Employer-Employee Cooperation Act has been attached to an appropriations bill by Mr. Reid.

This bill is basically forced unionization of public safety employees like firefighters and police. If it passes and the state refuses to cooperate the fed will step in and do it.
 
Forcing states to institute the same policies that is causing massive budget deficits in California, New York, Greece, Spain, etc...
