Bike wont change gears?

I have a ten speed road bike and it wont switch its back gears. The wire is tightened and the lever wont pull at all. when i pull on the wire from the back it changes gears fine. but wont change them from the lever. any advice?

Sounds like the wire is rusted inside the housing somewhere. Replace housing and wire and your problem should go away.
