Bike riding safety wisdom - covering front brake with your fingers at all times - is...

...it possible? I've heard this biker wisdom that you've got to learn to keep your front brakes covered during riding, and it will save you precious seconds during braking. Agreeing to all this, I've found that it's somewhat difficult to do this, since you've got to turn the throttle as well. Especially when you are turning the throttle more, it appears to me that it's plain impossible to even reach the brake lever with one finger.

Can anyone explain what is actually meant to be done about covering the front brake with your fingers?
 
It's the "at all times" most will take issue with.
Myself - do it at smooth intersections, in close traffic, riding w/ squids, etc.
No one close out on the superslab - I'm thinking more about whats for dinner.
 
Stay ready dont forget to use it Keep it in mind"Keep it covered" not ride around with 4 fingers on it.

Like do you know how to shift gears? " Yeah I got that covered"
