Bike pedal hits front wheel when turning?

the pedal arm maybe to long you could try a shorter size arm or if its new take it back to the shop it may be a defect with the bike itself

I put my son's new 24" mountain bike together and while riding it, he just about flew over the handles because his front wheel hits his actual pedals when he is in a slow turn and needs to pedal. Any answers on how to fix this?

It's normal and is called pedal overlap or toe overlap. This is common on shorter framed bikes. It only happens when you take a very sharp turn at slow speed like in a drive way or bike path. Even without the pedal hitting the tire it is a very sharp turn.

I hope you put the front forks on the right way. They usually come reversed to save shipping space.
