Bike had trouble starting; any ideas why?

So I stored my bike in a garage for three weeks while I was out of town and tried to ride it today. For some reason, the engine would run for about two or three seconds, sputter, then completely die.

After about 20 attempts, the engine finally turned over and after riding around with the choke on for a minute or two, everything seemed normal.

My questions:
What could have caused this considering I was only off for 3 weeks?
How can I prevent this from happening in the future/ what should I do to start the bike after a long storage?
Its a 2009 Ninja 250r
 
Does it have a carb or EFI? If it's carb then it may have gummed or flooded. To make sure it does not happen again turn the fuel off and let the bike run until it dies so all petrol has gone.
