BigYellowBag Garden Soil?

Hi
I've seen quite a few people in my city (southern ontario) with this Big Yellow Bag Black Garden Topsoil in front of their houses. It costs roughly 150 dollars for one bag plus the delivery fee, I'm just curious how much soil in litres (L) are in each bag, and does this type of soil have better qualities than other types?
