okay well i have this bike that i messed around on. I accidentally took off the handlebars, but when i tried to put them back on, (theres a long screw, and a nut thing) i couldnt do it. can anyone explain how? the headset moves along with the tire, but i'm not sure how to put the handlebars back on and have them work hand in hand with the headset and tire? please help, i'm trying to fix this bike.

this is very frustrating and i cant seem to get it right. i just want my handlebars to turn with my tire. the headset turns, but not the handlebars. please help, anything will help. thank youu.
there is no stem on my handlebars. its just a big metal hunk of handlebar, with a spoke coming out the bottom so that it can go into the little hole thing. sorry if there were any misunderstandings. no stem on my handlebars. it's just one piece .
