Bicycle seat post stuck! What can I do?!?

My uncle gave me his bike...it's been sitting outside for a couple of years. The seat post is stuck in a high position, I need to adjust it to a lower setting. Since it's been outdoors for a long time, I think the seat post may be corroded. It's REALLY stuck. The guy that did my tune up couldn't get it down. My dad put some WD 40 on it, let it sit and tried to pound it down with a hammer --still didn't budge. What next? Any suggestions? The bike mechanic I went to said to call a frame builder but is there anything I personally can do? Thanks!!
 
they have rust off spray and it might work. I am sorry to hear you would mistreat a bike like that. Leaving it outside to the elements. I hope you take better care of from now on out.
