Betta fish tank keeps getting weird mucusy film on top. Why?

I have a betta fish that I got about a month ago. She lives in a 1 gallon tank which I clean about once a week. For some weird reason a thin layer of translucent gunk keeps appearing at the surface of her water. Is she making it? Is it the fish flakes? or the tank itself? the rocks? the conditoiner? the plastic castle? It's really gross. Thanks for your help!
Edit: You guys I am not dumb. I am not using the shampoo kind of conditioner in my tank. I'm using water conditioner! The stuff that takes the yucky stuff out of the tap water! The lady at PetSmart sold it to me.

Also: Thanks for the help! I will get a sponge filter. I can't upgrade to a larger tank b/c I'm living in a dorm. It takes up too much shelf space as it is.
 
Hmmm, I had translucent gunk on the sides of my 1/2 gallon betta bowl before but I don't recall there ever being any on the water =/ And yes it does come from having a small bowl with no filter. If you want it to stop then yes a bigger tank with a filter is the way to go.

With the little bowl I always had to clean it out each week and wipe off the residue. Don't use soap, I just used very hot water and rinse the bowl out a few times, then rinse with cool water, then put warm water back in the bowl and treated the water so it was safe for the fish, let it set a bit then added him back in. But yeah, that gunk will keep coming back. Just clean it out and do your best to keep the tank as clean as possible.
