Betta fish filter and tank?

Hi,
I am planning on getting a betta and i have kept them before, i just had a question about filters and tank. so i have a tank that's about 5 gallons, and i have a 1.66 gallon. i have two different filters, one is an undergravel filter that is meant for the 1.66 gal, and i have a power filter that can be used for the 5.
would it be okay if i used the undergravel for the 5 gal for the betta and maybe a few ghost shrimps? i feel like the power filter would be too strong for that small of a tank. or would the betta be fine in the 1.66 with the undergravel. i want to give him the biggest tank possible, but i don't want the current to be too strong.

I have a 5.5g with a betta and filter meant for tanks up to 20gallons... the power filter will be fine. bettas are a lot better swimmers than people think.
 
Loose the gravel, out dated, to many concerns come up from gravel, use sand or by proper plant substrate in clay I run small powered sponge filter in my tanks with betta and heat between 75 to 80
Use plenty of plant cover that reaches the surf faces of the water. so be happy knowing predators can't see when she is up the surface, your then have the making of a nice tank.
