Best villains in animation

I personally find Shego to be entirely overrated. I mean, her fans glorify so much. She's not THAT great. And hey, Drakken did come close a few times. And Shego ruling the world was erased from history. Doesn't count. ;)

The Joker-Mark Hamil's performance, Nuff Said.

Mr. Freeze-Most tragic villain ever.

Darkseid-Most menacing villain in all the DC universe.

Maleficent-the definitive Disney villain.

ANIME

Frieza, Cell and Majin Buu-all three had a wonderful sense of menace and overwhelming power and each were unique. Frieza, haughty sadistic, power-mad and paranoid yet at the same time, extremely polite and courteous. Cell, calm, calculating, confident and creepy. And Buu was the perfect mixture between the absurd and the terrifying.

Vicious-Rarely has there been villain who appeared so little and speaks even less who leave such an unforgettable impression.

Light Yagami- the ultimate manipulative slimebag and hate his guts villian.

The Principality of Zeon- the quintessential totalitarian regime.

Sir Crocodile-the definitive One Piece villain.

Shinobu Sensui-Perhaps the most psychological villain in all anime.

The Sailor Moon villains- From the classic old-school villainy of the Dark Kingdom to the stylish grand operatic villainy of the Black Moon Clan to the otherworldly sci-fi villainy of the Death Busters to the bizarre and garnish yet psychological villainy of the Dead Moon Circus. Each were unique and fascinating.
 
Joker- Mark Hamill's performance nails the psychotic and intense creepiness of this classic villain.

Scar- Outside of Claudius from Hamlet, I can't think of another character who actually wants to kill his brother and Scar went an extra leap with wanting to kill Simba, his own nephew.

The Huntsman- You know you're pretty evil if you kidnap babies, raise them to kill magical creatures and nearly destroy the magical world.

Mojo Jojo- One of the best comedy villains in Western animation that I've ever seen.

Azula- She should definitely be one of the best villains around. Ever since we first saw her in Book Two and up until the finale, she always seemed like she was in control and always a few steps ahead of everyone else. The fact that the writers could play out her character and have her become insane adds tragey to her character. I honestly felt really bad for her when we see her caged up like an animal and crying.
