In my humble opinion, the two coolest villains are:

1) Darth Vader
2) The Joker

Dr. Hannibal Lecter in The Silence of the Lambs.

Villains come and go but I'd have to say Dracula is one of the oldest & the scariest because of his supernatural qualities.
