Best Villain Laugh

Haven't seen a thread like this (even after searching) so I thought to go for it. Simply put, which villains have the best villanous laugh? Right now I'll have to put in two:

The Joker (B:TAS)- No contest, in this one, as Mark Hamill really caught in that twisted, maniacal essence that defines the Joker, especially with that evil laugh. I never get tired of hearing it.

The Hooded Claw (The Perils of Penelope Pitstop)- Personally, I think Paul Lynde had a rather nasal whiny voice as Hooded Claw, and yet he really knew how to give one deep, booming, and quite believeable villain laugh. I appreciate a guy who sounds like he's really enjoying himself when busting out the good old evil chuckles.
 
Tarantulas (award for most effed up laugh anyway), Inferno, Megatron... Hexadecimal.

These four are my favorites I'd say. (or at least some of my)
 
Gargamel (The Smurfs) - one of the weirdest yet funniest cackles of all-time.

Dr. Claw/Madcat (Inspector Gadget) - I just loved their dual laughter.

Mojo Jojo (Powerpuff Girls) - so over the top.
 
Dark Dragon, American Dragon: Jake Long. Spud has no idea what he's talking about - that's a great evil laugh.

Also, an honorable mention to Megabyte, ReBoot. Hexadecimal was always good at insane, screaming-style laughter, which can certainly be scary in its own way, but I've only gotten chills from Megabyte.

Oh, and the head Nazi from the Fleischer Superman short "Jungle Drums". Can anyone understand what he's saying there? "YES! I HAVE them! LOOK! Your [???] vos in VAIN!! [maniacal laughter]"
 
Mark Hamill-The Joker-What's even more impressive is that he brought different moods to the laughs: flat-out maniacal and evil (Mask of the Phantasm, Return of the Joker, his more sinister TAS appearances such as "The Laughing Fish), or genuinely amused (can't recall any specific examples).

Sideshow Bob's evil laugh, courtesy of Kelsey Grammer, is pretty awesome too.

I also love any Frank Welker evil laughter, be it mechanical and somewhat higher-pitched (Megatron) or his legendary basso profundo laugh as Dr. Claw.
 
The three hyenas from The Lion King had some pretty funny evil laughs. And the retarded looking one was always spazzing out when he was laughing, too, which made it even funnier.
 
I was gonna mention Megabyte, but I honestly couldn't remember him ever actually LAUGHING.

Just telling ironic british-esque evil jokes.
