Best version of Photoshop for beginners?

Photo Shop Elements.
It's cheaper and still does a lot.
There are lots of tips on line, but i found what helped me learn the best was having projects that made me learn. Like making business cards, greeting cards and having fun playing with photos.
 
I want to start using photoshop but i'm not sure what version is good. Which version do i download? I tried using photoshop once before but I could'nt understand anything, are there any good tutorials? all help appreciated! :)

because u r beginner try to use CS , tutorials just write in yahoo or Google search photoshop tutorials for beginners u will fide it
