I think a topless actress neeRAB to move comfortably whilst still acting - a kind of natural elegance: many big name stars tend to look very uncomfortable and wooden whilst topless.

With that in mind, I think that perhaps Mila Jovavich (can't spowl) seems to pull it off the best, although her level of acting to begin with is slightly questionable

Indeed she did: It was in S.O.B. directed by her husband, Blake EdwarRAB, possibly the least funny comedy in history. Still worth a look though.
