Best time to dye hair, Help me with hair colour too?

Hi, I'm just wondering when it is best to dye hair, I had my hair cut dramatically short on saturday, 6 inches! gone!, I was shocked lol, so is it best to dye hair with short hair cause they're wont be as much noticeable damage, some tips on dying hair would be very helpful, can you please answer this question like with some of your own expirence, thanks, Also how can I go from Brown to yellow, NOT BLONDE!, I want yellow hair lol, or any other colour of the rainbow really, I'm an art student so It's very normal for this to be done HAHA. THANKS XX
