Best size bike for me(Please Help)?

I want to buy a bicycle just to tool around town with. I live in a small town, it only stretches about 3 miles from end to end. I want something between the size of a bmx and a mountain bike. I am a 25 year old male, 5'7" 145 lbs, I was looking at a couple of Diamondback bikes with 18" frames and 26" tires, but it was just a little bigger than I want, there was another bike I think might have been perfect but is said it was a boys 24" mountain bike, I don't know the size of the frame. What do you guys think I should get, I want something that costs less than $250 new, is rugged with knobby tires, I know $250 isn't a lot, but I don't need something real fancy.
I am from a small town, the town I live in has dirt roads. And I will probably riding my bike though the snow, thats why I am looking for a rugged bike with knobby tires.
 
I wonder if one of your concerns on sizing is that you feel stretched to put your foot down whilst sitting in the saddle. It's a common thing to see novice or ill-informed riders with their saddles set too low.

Pedaling efficiency is dramatically lowered when your saddle isn't at the optimum height. Start by putting your heel on the pedal when it's at the bottom of it's stroke in-line with the seat tube. The saddle should then be right up into your crotch with your leg extended.
 
I think you should spend a little more cash and get somthing thats going to last a little longer. Specialized has a bike, the GLOBE i think you'll be very happy with that Specializedbikes.com Trust me take a look
