Best plan for using a cellphone in Europe?

I am going to Belgium for one month. I need to have a cellphone only to make calls within the country...for calling back home internationally I will use Skype etc... what is the best way of doing this...if I switch over my US cell plan it is still very expensive...could I buy a temporary phone once I am there or rent a phone or....? Thank you
