Best Photoshop book/tutorial about Drawing and Painting?

I am very interested in digital art, any help on finding a good way to learn on how to do those would be highly appreciated.

I also plan to do everything with a mouse (sketching on paper, scanning and then do the digitization with mouse) so if it is not 100% based on tablet, it would be wonderful.

Right. But if you ask about photoshop, probably photography is the best place. And if you like painting or drawing photoshop is not the right program.
