Best mods to put on a toyota celica?

Alright I have 2 grand and I'm trying to mod my celica :)

1. I want to make the engine sound beastly. Something when it turns on or when I accelerate make it sound like it has 700hp.
2. I want to replace something on the car that make it stands out more. I'm thinking the hood?
3. I want it to have little special effects, such as neon blue or green gauges and headlights and whatever else.

Anymore suggestions on mods are more than welcome and how do I accomplish all or some of the things on my list?

1. It won't. It's a 4cyl engine. It simply does not produce the airflow required to make it sound like it has any amount of horsepower.
2. What year Celica is it? The newer ones look just fine, as they are.
3. Sure, but just don't get the kind that blind you at night.

Why are you wanting to modify a Celica? It's underpowered, fwd, and slow.
