Best man speech as the brother-of-the-groom?

My friend has to give the best man speech at his brother's wedding next weekend. Is he supposed to direct the speech more toward the groom, both the bride and groom, or to all people in attendence? Any other advice?

He needs to absolutely make sure that the speech is about the bride and groom, not about him and his brother. He can add in something about his relationship with his brother, but the foundation of the speech needs to be about the bride and groom. My cousin was my Maid of Honor and the speech was about HER and how she wishes she could find true love for herself, etc. It was horrendous.
