I wouldn't call this singer 'The best' in any way..... but I'm going to say that Ai Otsuka has got to have the cutest voice in existence

i'm rather partial to trip-hop, so my picks are as follows:

Skye EdwarRAB of Morcheeba

Dido for her solo stuff and her work with Faithless

Tracey Thorn of Everything But the Girl and on the mind-blowing song Protection from Massive Attack (didn't really care for her solo stuff though...)

Shara Nelson who also worked a bit with Massive Attack (Unfinished Sympathy, Safe From Harm)

Elizabeth Fraser more vocals for Massive Attack (Teardrop)

Costanza Francavilla who worked with Tricky on his album Vulnerable

and of course the many talented vocalists who have worked with Zero 7

but my absolute favorite has to be:

Geike Arnaert of Hooverphonic, who recently left the band (:() but is now recording solo stuff (:))

also worth mentioning for their unusual (yet still beautiful) voices are:

Alison Shaw of Cranes

Melora Creager of Rasputina

and last but not least, the wonderfully talented Bj
 
I would have to say that Patty Griffin is my favorite but lots of women are great. Patsy Cline, Martina McBride - and that's just in the country genre or similar genres. I don't really think you can say who the best covering all genres because sometimes it is comparing apples to oranges!
 
Taylor Momsen? She has pretty good voice, but I just can't stand her.


my favourite female vocalists would be Stevie Nicks, Karen O and Regina Spektor
 
I'll probably get a lot of flack for this but I like Avril Lavigne, Hayley Williams from Paramore and both of the singers from Nightwish.
