Best drugstore primer?

I need to pick between buying primer or moisturizer, so I'd like to know a little more about primer. I would wear it under my Rimmel 25 Hour Foundation in "true ivory". So whats the best drugstore primer to get (not MAC or Clinique)? I want to spend no more than $10.
