The key word is macro. All kit lenses have a reasonable enough close focus which will allow you to fill the frame with all but very small subjects, if you need to get closer than this then you need a dedicated macro lens.
As SLRs are interchangeable systems this neither includes or precludes any DSLR system.
That said, Canon and Nikon are the two main players. Sigma make very decent lenses for both at a cost well below Canons nad Nikons, mostly with comparable quality, sometimes even with higher quality.
A rebel XS is a fine budget body, coupled with a Sigma 70mm macro lens you have a brilliant high quality macro set up.
macro technically means a lens that can project a 1:1 rendition of a subject at the film plane. It is often misused.
