Best cheap cell phone? Best prepaid cellphone plans in Canada that use GSM?

I'm moving up to Canada in a month or so. I'll be doing a bit of traveling, so I'd like to get a quad band GSM phone. Can anyone recommend a good one? Good in my case means durable (for when I drop it on the sidewalk for the fourteenth time in a week), and cheap (if I can get it off ebay for less than US$30, I'll be thrilled).

Also, is there a good prepaid provider in Canada that uses GSM? What sort of rates do they have, compared to a pay-as-you-go provider?
