Best Camera Phone (under a $ limit)

$200 is my hard capped money limit on spending for a phone.
I don't mind second hand phones.

I want to have a good phone that takes quality pictures. I'm planning to use this phone to take pictures of notes. I don't want to bring a camera (too many things to bring), so I want a reliable camera phone.

I was looking at the SE K750i/W800i. Read some reviews about it and it reports good pictures. What do you guys think?

Also, I have read that the Panasonic VS7 takes good pictures as well. But my concern with this phone is that whether or not files can be easily transferred to my computer.

What other phones would you recommend? Or any constructive input to my phone choices?

SE W810i, and you can transfer the photos to your computer via Bluetooth (cheap dongle if you don't have it) or infrared if your computer has it.
