Best almost-smart phone

What's the best phone on Verizon that doesn't require an expensive $40 data plan?

I'd prefer one with a music player, video player, decent camera, touch screen, qwerty keyboard, (touch or physical).

What's the best phone that does most of this?
 
Just to clear up one thing, no phone requires a $40 plan. It's $30. That said, I can't really recommend any "good" phones with the criteria you listed. I have never had good luck with Samsung or LG phones and for what you asking it seems like only Samsung and LG offer such phones. I supposed if you held me up at gun point and forced me to make a suggestion I'd say the enV Touch, but it's been on the market for at least a year now. Even so, with any multimedia phone, you are required to get at least the $9.99 data plan.
 
We have had great experiences with both LG and Samsung phones. We currently have the LG Dare and really like it. The only thing I didn't really care about it was when looking at webpages sometimes it was hard to navigate. Also the touch screen keyboard it kind of hard to use sometimes bc you always end up pressing the wrong letter bc of how small and close together they are. However, I think any touch screen keyboard would be like that. Personally I like the ones that aren't touch screen. I would definatly recommend any LG. The last one I had lasted FOREVER and had like no problems
 
Hi I would highly recommend the lg chocolate touch. You are looking at what I was looking for in a phone and the chocolate touch has everything you are looking for. I actually paid full retail price for this phone. I use this phone for my main music player, I would put it against any mp3 player even the ipod. I also have Rhapsady with verizon and I download unlimited amount of songs for 14 bucks a month. The touch screen is easy to get use to and the camera is decent. As far as the data plan when I purchased this phone a data plan was not mandatory but I did change my plan to the connect plan right before they changed their plans. If you are not going to use to much data verizon does offer a 9.99 plan. Take a look at at verizon wireless website and you can see the reviews the customers made about the phones. The lg chocolate touch is one of the highest rated. Good luck!
