wheres waldo?

ok so i have cycled this same tank 2 times but i had completely emptied it and changed the water and gravel but the first 2 times a had a couple of viral spirals and java moss. i dont have any plants in it yet so i don't no if that counts.so its been at least 2 weeks, and i had 3 black skirt tetras n it to cycle the first week n when i tested the water everything was either 0 or .25 i think only the nitrite was at .25 but when i went to get 3 sunrise platies and a dwarf Otto and 2 ghost shrimp i checked my parameters a week later and i seen that i have 0 ammonia, 7.5-7.6 pH, 5.0 for nitrate and for nitrite i have a dark purple... i cant decide but its between 2.0 and 5.0. but here is the wierd part when i added all these fish in thier the next day i removed the black skirt tetras.... so now i only have 2 baby ghost shrimp a baby dwarf otto and 3 sunrise platties... all are under an inch exept for the sunrise platties which are either 1.5 or 2 inches... so my question is, is that how do i lower my nitrate and nitrite to zero? do i add plants again or do i use tetra safe start? please help me!!!! ty sooo much
