Basic physics , newtons first law!?

How do you explain using newtons first law of motion and the force of friction when a hose pipe is lying on a ground and then will shoot backwards quickly when the water is turned on ?
 
When it is lying on a ground, there is no resultant force as the pushing force and pulling force = 0. When it is turned on, there is a resultant force the overcomes the frictional force, so it moves backwards
 
for every action, there is an opposite and equal reaction.

for a water pipe, with no force being applied on it, the pipe stays still..

when the water is allowed to pressure out of the pipe, it comes out with a force in one direction.
this force causes an opposite force of equal magnitude to be applied onto the pipe. so when this reaction force occurs, the pipe moves backwards.
