Baja warrior mini bike wont idle?

I have a baja warrior mini bike 196 cc won't hold an idle. I found water in the gas, so I drained the tank and put new gas in it. it still won't idle please help?

Clean the carburetor.

Clean the tank, clean the air filter, clean the carb, try switching the pilot jet.
