Bad starter in '98 Jeep Grand Cherokee?

I drive a '98 Jeep Grand Cherokee 5.2L V8 limited. When I turn the ignition, all the lights/radio come on and the relays do what they are supposed to but the engine doesn't start at all. The starter relay is switching but I replaced it just in case and I replaced the battery just because I had to get a jump because it was drained for some reason I can't find then would not take a charge. Could the solenoid/starter be the problem? I noticed some people just hit it with a hammer and it starts but mine is on the lower half of the engine next to the transmission block and is not exactly easy to get to to hit and I am not sure I want to try that yet. Any ideas on what to check or what to do?
I checked all the connections visually and with a multimeter at the starter's leads to make sure it is getting the correct power input and also checked for grounds, shorts, open circuits, etc.
Oh forgot to add, the connections were all tight and corrosion free. The readings from the multimeter were all normal also.
