Bad hips? Dog whines when he walks?

I know, everyone will say take him to the vet, but the worst thing is, I DID! Last time I took him to the vet they refused to Xray him and said he pulled a muscle, now it's 3 months later and the same thing is happening. He is 3 years old and always crawls under my parents bed although he is too big for it...I am afraid it might be hip problems (he's a shiba inu) but the vet instead of looking him over this time just gave him a refill on pain medications...He keeps biting at his tail and feet and whining...what can I do?
 
For starters, change vets. Find one that will actually do tests and find out what is wrong with your dog. He seems to have a few issues, and they all need to be treated. Meanwhile, can't the bottom of your parents bed be blocked off so the dog can't get under? Or shut the door?
