The municipality can ban camp fires based on the fire marshal's act, even when the risk of fire is not exceptional.
Most municipalities have bylaws that restrict or require a specific permit to have a camp fire.
My own municipality restricts camp fires to 9:am to 5 pm, with notice to the municipal office in advance, and does not allow week end camp fires.
It can cost one a big penalty if the fire department gets a call saying that there is a fire burning in hours not permitted or in a location that is not in compliance with the bylaw.
