Background Characters

Don't forget Butters, he was a likeable background character before his character gained in importance to be now part of the main cast.
 
Fosters has numerous background characters that are likable. The episode Schlock Star prominently featured at least 4 of them. Fluffernutter the pink Squirrel imaginary friend, whose first appearance may have been in Coo Coo fro Coco Cards; Bloppy Pants, the timid cat-like imaginary friend, Yogi BooBoo, the imaginary friend with a long neck and bushy mustache with an Indian accent; the Octopus-like Imaginary friend (whose name I don't know) who was the drummer in the Pizza Party band; and who can forget Jackie Knowles (as though he only appeared in the ending bumper) the little stalk-like imaginary friend with a deep voice who once sued Madame Foster over a sandwich.

Histeria had a couple of likable background characters: Susanna Susquehanna, the Native American girl with a noticeable lisp; Kip Ling, a Eurasian boy who appears in the song sequences. I don't know about Lucky Bob and Cho Cho, they seem to have alot more screen time compared to the two characters I've listed above.
 
Pucca has several background characters that have episodes centered on them. Everyone (except Ring-Ring) is likeable. Such as Muji:the loud, hair obsessed resident of Sooga Village, The Vagabond Ninja Clan: A trio of deceptive criminals who come up with schemes to get free noodles, Ring-Ring: The spoiled bratty rich girl who is Pucca's rival, and Doga: A freaky witch who will zap anyone who gets in his/her way.
 
Richard and Louis (barts friends) seemed to blend into the background after their first appearance (has richard ever spoken since his first appearance in bart the genius?).
 
Jimmy Neutron always uses the same 6 or so (adult) background characters, so it doesn't take long for anyone to recognize them. I'm not sure if any of them have names, however (I believe one of them is Cindy's dad, but I'm not positive, and he still doesn't have a name as far as I know). They don't particulary scream "lovable" to me, though, and it's actually kind of boring to see them so many times. It's like, how about some variety?

I do love the background characters on Pucca, though, and usually remember them. The girl with the accent and tendency to freak out, have her hair turn wild, and start singing is my favorite, though.
 
Yes, Richard had a line in the Season 17 episode "The Haw-Hawed Couple". Pamela Hayden voiced him. But I think that he had a few speaking parts on early seasons, even after his first appearece.

As for other background characters, I love Disney's Clarabelle, Horace and other nameless pigs in the Mickey Mouse shorts.
