Australian recycling bins.?

Why do the yellow top recycling bins get collected once a fortnight instead of once a week like the green rubbish bins?
At the end of a week my recycling bin is usually three quarters of the way full and my green bin is about one sixth full, so practically empty.

The household waste we create and throw out is mostly made up of recyclable stuff. If the yellow top bins are collected less often because people aren't recycling as much as they should be then it shows how lazy people can be. It's so bloody easy to recycle stuff and i'm annoyed because my yellow bin is once again full and i still have a week before it's emptied.
Does anybody else have this problem and think they should be collected more often?
Yeah, i was thinking that they could just swap the green bin collection with the yellow bin collection. The stuff in the green bins stink after one week anyway, two isn't going to hurt. If they collected the recycling every week and the rubbish every fortnight it wouldn't cost any more. I think it's a waste of money having a truck going around emptying half empty bins while my yellow bin is overflowing. it's a good idea to crush things to make room.
 
get a group of people, and write letters to the government, and get more than 1 yellow bin
