Atlantic Canada cellphone companies that don't do credit checks?

My boyfriend and I have been wanting to get a cellphone plan. We are both 18. We have visited Koodo only to be told you have to be 19 to have a credit check done.
Is 19 the age for ALL company's credit checks, and if so, are there any companies in Atlantic Canada that don't do them?
We do not want to get a pre-paid plan.
