I was just at Target and when I went in, I passed a black Lexus with 2 small white dogs (not sure of the breed, but they were identical, so I'm sure they are pure bred something--Bichons maybe?).
I was a little taken aback, but they didn't seem to be in any distress. All 4 windows of the car were cracked about 2 inches. Both dogs were laying in the rear window, one was sleeping. The dogs looked well cared for and well groomed. There is a Petco in the same strip mall, so I figured the owner came over to Petco with the dogs and decided to run a quick errand at Target while they were there.
When I left the store 45 minutes later, the car was still there, both dogs were awake and panting, but not heavily. The temperature is about 70 degrees and the sun is out. Again, the exterior of the car was black; I didn't note the interior color, but it was obviously much warmer in the car when I left than when I arrived.
I didn't want to call 911, because it's not technically an emergency, so I called the store (the number was on my receipt) and asked the manager to call the police. He said he would.
I know there are laws against leaving a dog in an unattended car, but I think there is a minimum temperature. Does anyone know what that is, particularly in the state of Illinois?
