He doesnt need to use the actual internet (like he wont pay internet charges) but the internet has to be enabled on his phone. They use the same "path" as the internet through the towers. Basically, if anyone blocks the internet on their phone they cant get picture messages, but as long as you have internet pay per use (which is put on normally when you sign up) you can send and receive pictures and not be charged internet.
